How to unlock steel path circuit

Hello I was wondering if I am missing something from starting the circuit steel path. I've done the quest and have steel path unlocked. Is there anything else I need to do? Keep getting a pop up that says "A Warframe Reward Path must be chosen before beginning The Circuit". Am I just stupid or something?.
